Bailie Vocational College is a full-time public higher vocational institution at college level led by the People’s Government of Zhangye City. The College is rooted in the Shandan Bailie School, which has a glorious historical tradition and internationalist spirit. The College’s construction and development has been strongly supported by the Ministry of Education, the Chinese People’s Association for Friendship with Foreign Countries, the Gansu Provincial Party Committee, the Gansu Provincial Government, the New Zealand and China Friendship Association and the New Zealand Embassy in China, etc. In January 2020, the Gansu Provincial Government officially approved the establishment of the College, and the first batch of new students registered in October. Shandan BailieSchool also moved into the college as a whole in August 2020, implementing the integrated operation of secondary and higher education.
A glorious tradition. Shandan Bailie School was founded in 1942 by RewiAlley, a great internationalist fighter and renowned New Zealand social activist who made a significant contribution to the Chinese revolution and pioneered and put into practice the idea of “Hand and mind together,create and analyze” in vocational education. Sandan BailieSchool was rebuilt in 1987 at the initiative of Rewi Alley. Since its restoration, the school has received great attention from the Party committees and governments at all levels, the strongsupport of Party and State leaders of the older generation, and the enthusiastic care and sincere assistance from international friendly organizations such asthe New Zealand Government and the New Zealand Embassy in China, and a large number of friendly people. Comrade Xi Zhongxun, then Vice-Chairman of the Standing Committee of the National People’s Congress, was invited by Alley to be the Honorary Principal of Shandan Bailie School for 14 years. Over the years, General Secretary Xi Jinping has also taken an interest in the school’s development: in 1999, he coordinated the construction of an advanced multimedia classroom; on New Year’s Day 2000, he sent a New Year’s card to the school’s teachers and students to wish them a good New Year; in September 2002, he sent a congratulatory letter to the 105th anniversary of Rewi Alley’s birth and the celebration of the 60th anniversary of Shandan Bailie School, wishing “Shandan Bailie school continues to make new achievements and development in the new century”; in particular, on 20 August 2019, General Secretary Xi Jinping personally visited the school and delivered an important speech, which pointed out the direction, provided guidelines and injected a strong impetus for the school’s development.
Well-established infrastructure. Bailie Vocational College planned to cover an area of 1, 012 mu, with a construction area of 274, 000 square meters, and is to be built in two phases. The first phase of the project covers an area of 512 mu, with an investment of RMB779 million and a construction area of 169,000 square meters, including two teaching and training buildings, three student apartment buildings, a cafeteria for teachers and students, a teacher’s flat, an international cultural exchange center, a comprehensive laboratory building, a gymnasium, a logistics building, a learning square, a standard sports field, information technology facilities, and other infrastructure. The second phase of the project is planned to cover an area of 500 mu from October 2020 to August 2023, with an estimated investment of 650 million, including six blocks of student flats, five teaching and training buildings, a cafeteria, an expert flats, sports fields, and other ancillary projects, greening projects, information technology projects. After construction, the college will be able to meet the daily needs of 9,000 students and 10,000 people per year for social training. At present, two student flats and one teaching and training building have been completed and put into use. At the same time, according to the needs of vocational skills training and practical teaching, nearly 70 million RMB has been invested in 19 practical training rooms such as standardized welding, electronics, refrigeration and air-conditioning, modern agriculture, automobile testing and big data, etc. based on the basis of the original practical training equipment of Shandan Bailie School. Five on-campus practical training bases and 75 experimental training rooms have been formed around various professional groups, and advanced teaching facilities and equipment have been provided. A new library and a national library have been built, with a collection of 150,000 paper books, 300,000 electronic books, and a wealth of digital teaching resources to meet the learning needs of training students and teachers.
Clear professional characteristics. Located in Zhangye city og Gansu province, Bailie Vocational College highlights internationalization, openness, integration and uniqueness, training high-quality and technical talents to serve the “One Belt, One Road”. In 2020, the first five majors of Modern Agricultural Technology, Automobile Testing and Maintenance Technology, Mechatronics Technology, Tourism Management and Applied English were opened. With the first five majors, the college will steadily promote the layout of professional clusters based on the actual regional economic development. Relying on the good foundation of modern agriculture development and national seed production base in Gansu province, the rich “Red culture” and tourism resources in the region, the good photothermal resources and the foundation of integrated circuit industry, as well as the foundation of cooperation and exchange between the college and New Zealand, the United Kingdom and other countries, the college are actively building modern agriculture, cultural tourism, intelligent manufacturing, international economy and trade, and cross-cultural nursing professional clusters. In 2021, it offered Nursing major and five information technology majors, with 1, 820 students currently enrolled. At the same time, five majors in seed production and management, integrated circuit technology, photovoltaic power generation technology, refrigeration and air conditioning technology and new energy vehicle technology were successfully approved,intendingtoenrollstudentsin 2022.
High degree of integration between industry and education.The construction and development of Bailie Vocational College has received great attention and support from all walks of life. China Association of Industrial Cooperation, Guangdong 100 Schools and 1, 000 Enterprises Vocational Education Group, Shenzhen Entrepreneurs Association and other institutions have visited and have supported the construction of the college. At present, Ganzhou Branch, Huatian Technology Company Limited Talents Training Base, Neusoft Information Industry Branch, Tianrun Potato Seed and Potato Innovation Branch and other cooperative institutions have been established. An agreement was signed with Hexi College to support the development of Bailie Vocational College, gradually realizing theintegrated operation of vocational and undergraduate education of some majors. Five colleges in Gansu province such as Lanzhou Petrochemical University of Vocational Technology have helped build five majors in the college and have carried out teacher training and other interactive exchanges. At the same time, the joint venture with Huawei Technologies Co., Ltd. to run the Huawei College of Information and Network Technology, as well as with other institutions and enterprises in Tianjin and Foshan have accelerated the cooperation of some projects.In May 2021, the Department of Vocational Education of the Ministry of Education issued a letter to the education departments of Guangdong and Gansu Provinces on Joint Support for the Development of Bailie Vocational College, specifying that the education departments of the two provinces should do their best to collaborate and support the college, and coordinate five high-quality institutions in Guangdong to work with the college on a one-to-one basis to build six majors. The Gansu Provincial Department of Education has actively contacted Nanjing University of Industry Technology to support the development of the college. Bailie Vocational College concentrates on the new situation of “One Belt, One Road” construction and the new requirements of regional economic development, insists on the integration of industry and education, school-enterprise cooperation and work and study combination, and vigorously cultivates skilled talents with modern artisan spirit and international vision. In July 2020, the Ministry of Education and the Gansu Provincial Government issued the “Opinions on Promoting the Development of Vocational Education in Gansu Province to Create ‘Skillful Gansu’”, which clearly proposed to support Bailie Vocational College to build an applied undergraduate institution by the end of the 14th Five-Year Plan, and to cooperate with New Zealand to build a Sino-Singapore University of Applied Technology. To this end, we are actively working on the 14th Five-Year Plan to upgrade the college to an applied undergraduate institution, and to create a distinctive vocational college of “Silk Road”. By 2025,the college would have enrolled 5, 500 students in higher education, andwould have provided vocational skills training for 10, 000personnelper year, gradually building up six professional clusters.
